Kotor was said to have slumped during the ceremony and was rushed to a medical facility, where efforts by doctors to revive him proved unsuccessful. He was confirmed dead late Friday evening.

His death has thrown colleagues within the Delta State Government into mourning, with many describing the incident as a tragic loss, particularly given his longstanding service and visibility in official state functions.

Kotor was a familiar figure in Government House, where he served in the protocol team and co-anchored numerous state events dating back to the early 2000s.

He served as Master of Ceremonies under successive administrations, including former governors Emmanuel Uduaghan and Ifeanyi Okowa, and continued in the same role under the incumbent governor, Sheriff Oborevwori.

The late Kotor hailed from Okwagbe in Ughievwen Kingdom, Ughelli South.
