Kotor reportedly collapsed on Friday during a private event and was rushed to a medical facility, where efforts to revive him failed.

The late protocol aide, known for his energetic presence, had been a familiar figure at official functions across the state.

Nani said Kotor’s role went beyond routine protocol duties, describing him as a central figure in the organisation of government events for over two decades.

“Kotor was more than a protocol officer; he was a trusted face of Delta’s official engagements and a friend to many in public service. It’s too early to answer the call of necessary end,” he said.
