Principal Secretary to former Delta State Governor, Senator Dr. Ifeanyi Okowa, Dr. Hilary Ibegbelum, has paid glowing tribute to the former governor on the occasion of his 67th birthday, describing him as an exceptional statesman, visionary leader and patriot whose life has been defined by selfless service and unwavering commitment to the progress of Delta State and Nigeria.
In a heartfelt goodwill message on Tuesday, Ibegbelum celebrated Okowa’s remarkable journey in public service, saying his leadership at various levels of government has left an enduring legacy of development, good governance and people-oriented policies.
He recalled that Okowa’s public service career began as Secretary to the defunct Ika Local Government Council before he became the pioneer Chairman of Ika North East Local Government Council, positions he said laid the foundation for his enduring legacy of grassroots leadership and developmental vision.
According to him, the former governor also distinguished himself as Commissioner for Agriculture and Natural Resources, Commissioner for Water Resources Development and Commissioner for Health, where he demonstrated administrative excellence and an unwavering commitment to improving the lives of the people.
Ibegbelum further praised Okowa’s service as Secretary to the Delta State Government, Senator of the Federal Republic and Governor of Delta State for two consecutive terms, describing his political career as a testament to statesmanship, foresight and dedication to public service.
He noted that Okowa’s leadership continues to resonate across the state and beyond as he emerges as the All Progressives Congress (APC) candidate for the Delta North Senatorial District ahead of the 2027 general elections.
“Today, as the All Progressives Congress (APC) Delta North Senatorial Candidate, you continue to exemplify courageous leadership, humility and an abiding commitment to the ideals of progressive governance.

The Principal Secretary prayed for God’s continued blessings upon the former governor, asking for good health, greater wisdom, divine protection and many more years of impactful service to Delta State and Nigeria.
He expressed confidence that the new age would usher in greater accomplishments, fulfilment and fresh victories in Okowa’s political and personal endeavours.
